Surf/browsing discreetly + bypass ( desktop )

Hi, asking a question thats probably not even a problem for many here:

How are the old timers here browsing anonymously/discreetly ?
The incognito modes are okay but seems like the ISP still has traces and some addresses you visit even knows your ip and locale.(or it doesnt matter?) And I'm hoping to find out for desktop usage.

How to bypass blocked pages?
Again, for desktop.
