You just have to aim to spend time at these cafes when the DJ is not playing music. Many cafes have 2 times per day when DJ's play, roughly 2pm to 4pm and 7pm to 10pm. Also there are normally 2 shifts for the girls, a morning and evening shift, with the change happening usually about 4pm. So if there's a morning girl you like, your best time to be there is probably before 2pm. If an evening girl, then 4pm to 7pm is the sweet spot. Then you can sit and chat, which they're keen to do then because it's the time when they are best able to and make the best tips. There's also a short time after DJ stops at night but these cafes close at 11pm sharp, not much time, especially if the DJ goes a bit late as they often do. If you possess skills, however, this could be a great time since it would allow for the opportunity to propose after-work activities.
There are also cafes like this that do not play loud music. Cafe 018 on Tan Da (another one a few blocks away) are good example. Many of those girls speak Chinese since the clientele is often Chinese from overseas there.
