Eureka is different from the other Mistess bars in Tokyo, it requires you to become a member, fill out a form and getting through the door requires some basic 日本語. I can't speak for them, but if your Japanese isn't up to the point where you can call them, then perhaps consider going there for a session/outing with a mistress who speaks some english. However that can be expensive.
It's not a show bar, and it's a small but well maintained and very cool shop. The feel is like visiting a very cool friends house, to hanging out and mingle with some very awesom people. ( if your friends have a whip rack which looks like it will fall down if a single item is added that is ).
Everybody interact and communicate. It's normally quite busy most nights they are open. This is why speaking some Japanese is important.
Eureka, while being extremely friendly is considered hardcore even by Japanese standards, so enjoy if you decide to go. It's it's an oasis where like minded people go to mingle and hang out.
