hi alls ! do consider me as a newbie although being a member since Feb 2012.

I know i will definately sound stupid asking this question but i will ask anyway. What are the procedures and restrictions to "up" or increase reputation points of other members & is it possile to increase their rep points with or without them having to post/reply a thread ? Cut me some slack and spare me the humiliation and sarcasms.

Pls guide and assist me thru the process on how to "up" a member. rest assure to whoever that help me,i will increase your rep points IMMEDIATELY once i understand how the system works.
