The Winter Solstice (冬至 - this year on 22 December) marks the shortest day of the year, Midwinter and usually notated as being the coldest day in the Chinese Almanac (even those sold in Hainan - LOL).

Coincidentally (or not?!) I do notice that that day and the period following is usually the coldest period in Hong Kong, with the temperature some days falling to 3 - 8*C; and whilst that may seem mild compared to a lot of other places - let me tell you that a lot of visitors have told me that they feel colder in Hong Kong than at home when temperatures are even lower. Generally though, temperatures around the period you inquire about should hover around 12 - 19*C and is quite pleasant as its usually dry and sun shiny.

And if you do get caught out shivering here... Hey!! - buy yourself a nice, new, fashionable Coat here.... and help our economy out a bit!! LOL
