Encountered the same thing myself. Was about to move to the streets until we saw ppl boarding vinasun cab at the normal taxi lane.
So this is what I deduce.
all taxis will stop at the normal taxi lane. Unlike singapore, we are not obliged to board the first one.
So what happened was, there were 4-5 non mailinh non vinasun waiting, and when a mailinh or vinasun comes, ppl just walk up to the cab, board it and go, ignoring the waiting cabs. Guess the travellers are well informed of their syndicate.
Oh btw did I mentioned the queue here doesnt work haha.
