Not too sure about this clean up act. But it is definitely a good income for the cops. Underage? To them, it does not matter, probably just an excuse. Batam is know to be the place where the old, unwanted, WL comes to do their trade before returning to kampong( age 20s for WL, or 30s for massage ladies)
