Being communist country, they actually want to be able to keep tab of all going/coming of the people in their country. The local VN girl registration requirement is actual law. Actual law also states local VN girl cannot stay overnight with foreigners unless married. Pretty archaic but that's still the case.
Thankfully most hotels stick to just registration as opposed to no local VN female visitor to room after 10 pm...although hotels like Somerset has that written clearly on their placecard inside room (and I promptly checked out next day never to return).
My friends and I have legit businesses (or work for) here and we have to deal with regular visits by various civil servants all with one goal in mind; bribe fee based on a lot of laws you won't think exist (but do to enrich them by allowing interpretation in their favour).
Almost every aspect of most businesses no matter how legitimate, will somehow be subject to interpretation that result in paying some sort of expedite fee or wait/wait/wait.
If it makes you feel any better, local SME may even have it worst in certain business categories.
