Well as far as I know they use the same numerals in English as in Vietnamese, and in Vietnamese the cock still goes in the hole same direction, so not sure why you need to pay more for lack of language skills. I understand your frustration, I also got stuck on a foreigner-surcharge recently, and that was in one of my good experiences (see above in thread about 2 weeks ago). In my case the girl was fairly hot, and I was fairly over-ready to get the thing moving, having waited an hour that time (due to a big mix-up, we both went to wrong hotels to meet, long story)
D10 hotels should be around 50 or 60 per hr, or so I thought. Maybe you got charged extra time. But if you had gone with 700 or so priced girl, probably she would have been much more attractive. Seriously, you were unlucky to get one so old and not attractive, even for 400. Had you switched to Plan B, I think it was very probable that the next one would have been better. But it's also good to get your bad report here so people see it's not all as good as pting makes it sound. My reports are pretty mixed, I think. Some good, some bad.
Given your short time here, yeah I think you are right, it's not the best choice for you. But I do think your sample size is too small to say the whole thing is bad. That Captain Solo guy above in the thread, he just loves website girls.
