I'm no expert but here's a few things:
Bars in the backpacker district with girls, cost 1.5 million -- all near where Bui Vien meets Do Quang Do street. Expensive and very mixed in quality, but if you look hard you might find a good one. Someone said more girls come late (midnight and after) but I haven't checked that late.
Website girls (danchoi dot xxx and kynu dot net are 2) FS at 500 to 1 million or so. The sites are in Vietnamese but very easy to figure out. Just need the phone number and picture really. Send her SMS "Em co ranh khong?" and she'll text back with address of hotel. Go there, get room, text her the room number, wait for her to get there. District 10 and 8 are best. I ran into trouble recenty in Phu Nhuan district. (for more info on how the websites work, go back to Oct 25, 2015 in this thread)
full service massage parlors in District 10 at 1.3 million - 815 Le Hong Phong street is probably best one -- Hai Yen is the name. Others near there. Haven't tried myself yet but have heard good things. I hear it's busiest 5-11, so just before that probably best selection. Also some FS mp's at lower prices (800-1mil) in Phu Nhuan, Tan Binh and more in D10 too.
Nguyen Phi Khanh street in upper district 1 with lots of 'hot toc' salons offering BJ at 400 -- tried this recently, pretty good. Start at Vo Thi Sau and walk up this street, they're about half-way to the next big street. 8-10 of them.
Go 2 bar after about 2am, upstairs, dance floor area. Many working girls come at that time. Not sure of current price but probably 1.5 million or so. Corner of Bui Vien and De Tham street, backpacker district.
As you see, there's some very different types of venues here.
If you go back in this thread, you'll see a few reports of mine about some of the above that i tried recently. (website girls, NPK street) Also pting has lots of excellent reports about website girls, complete with photos.
Others here know KTV's more than I do, I never visit those. McLovin@@ is one member who's into those. Maybe it's about time we get another roundup of those here.
