I might be wrong but previously when I visited HCM years back like 4-5 years that's were some clubs that imposed the 2 bottles rule? Though I rem I went to clubs like Gossip-still around? ClubX aka 030 that didn't have such "rule" though.

Maybe they realised I am not a local so out to fleece.
