I guess this is a case which the okt is testing the market reaction to see if the ML rate can be increased. Given the rate of an PRC FL has been skyscraped to >200, it is not surprising somebody is planning an adjustment to the ML market.

Bare in mind that ML rate is usually higher than the FL rate.
