I dont see a problem with the opening of Mariott Hotel around Harbour Bay area. Their targeted customers were of the deeper-pocket group and Horizon ferry do bring this type of customers over ,base on their ferry fare. And most hotels would likely have at least the basics under one roof.

I happen to come back from a Bintan resort with a man-made beach that cost S$290/night stay during a weekday and end of the day's total bill adds up to more than S$1k when we checked out after 3D2N. In indonesia,i believe hotels/resorts were able to survive with very very low occupancy rate hence even if there were not many people staying in it on a long term basis,there is no problem hanging on there (since manpower cost and maintenance is pretty low too). Their main earnings were mostly from the weekend crowd tho,which i believe.
Not forgetting on the whole,Batam still have its lure for even more tourists to come in time. And during ultra-peak season time today,there is still a shortfall for above average hotel rooms.
