A few people have been asking about the best exchange rate. I haven't spent too much time comparing but I have always found that the easiest and possibly best way to get cash and the best rates is simply to withdraw money from an ATM. This way u get the official exchange rate and pay a set fee of about 3%. Perhaps the situation is different in Vietnam but this worked for me the last three times I was in Vn. Someone will need to do the numbers to work out if I'm wrong
