If it's only for the purpose of taking a taxi to the hotel, change $20 is more than enough already. Even if you pay carrot rate, 4 paxes will only cost you 60,000rp (approx $6-$7). Then, the rest change at Nagoya Area. Don't ever change in Singapore.
