1) Not all, some hotel just 1 ID will do, and sometimes FL will have their own room in the hotel just for accommodation and share with other FL (Imagine 1 room split amoung 2-4 FL) its still cheaper than 1 FL booking 1 room all by herself, so if customer book a transit, they just go down to the lower levels
2) Some hotel have categorized their rooms for transit (usually lower levels) and normal accommodation(Upper Level), those transit rooms will have the housekeeping staff to keep changing towels after every transit
