Actually you don't have to worry about towel in hotel.
I have visited a few PRC and thai in hotel, and have seen stack of 5,6 towel most of the time. There was once the girl even ring housekeeping for more towel while I was resting in btw my 2 shots. While they are not usually given 10+ towel at each time, there is never a shortage.
In fact, every time I encountered a wet towel issue are those operating from private apartment.
