Guaranteed, not only in Batam. Also in my country in Europe and in several others, some years ago taxi drivers on strike against UBER or the concession of new additional taxi licenses blocked roads and public transport, until the authorities (this time I must use the lover caps) went begging them on knees. Sad to say that, but taxi drivers with their families control a package of votes, and politicians do not want to have them against.
You must live in Singapore, where I cannot imagine taxi on strike blocking public transport...
