Looking at the number of raids recently, I think the Anti-Vice team is trying to hit their year end KPI to justify their bonus whatsoever. After all they are civil servants whose salary comes from tax payers. Then of course, they need to find means to justify their existence to public.

Kam Leng is actually the win-win solution. First win is AV can conveniently hit KPI because prostitutes congregate to this single location. Second win is for us general public because prostitutes gets contained in a secluded spot and not spill over to our residential area.
