Next time you there, why don't you ask the staff what the sign means? Or use google translate to figure out what it means? It seems this question you can't let go, is better suited to real local Vietnamese instead of foreigners here on sammyboy. I don't think anybody here cares what it says (I don't), we just want to see your reports and not these petty questions that don't really matter anyways.
If your expectation is that people on this forum for solving your personal issues/problems, you really should find someone hold your hand next time you travel. I suggest the Naemlo special handhold package, with unlimted questions such as: whether the hotel is GF, how high the hotel steps are, the exact temperature of the bedroom, the purity of the tap water etc...
