ANY portable modem router (let it be connected to the laptop via either USB or via WIFI) will require a SIM card.
It seems you never tried a real good 4G mobile modem router.
When you travel to the country X, you buy a local prepaid SIM with data traffic. That's it. Ready to go. Nothing to configure on your laptop and phone. You have your personal wifi hotspot with you, from your pocket.
When X is Indonesia, a Telekom Indonesia 4G SIM card with 7 GB (or 12GB? I don't remember) costs around 10-15 SGD. You can finish 7 GB in one week only if you watch videos all time.
Usage high? That's the reason to buy such a device! In Batam, my 4G mobile wifi modem with Telekom Indonesia Simpati card achieved even 10-20-30 Mb/s, that is more than the wifi speed in Formosa.
Therefore, I kept connected both my laptop and phone to my 4G modem not only when I was out, but also in Formosa. It's in my pocket or bag. I keep it on and I forget about it. I am online on all devices wherever I go.
