Yes,its network-locked. I brought the 2nd AndroMax back to Singapore to test it out,it cant be used on a Starhub sim card (at least).
350k rupiah is just the initial device price with sim card and i think it comes with a free 5GB data (if i didnt remember wrong,or was it 2GB?). Each top up however last a month tho,starting from 60k to 150k rupiah if you wish to keep the EXTRA "data bonuses". Sim card itself last a year (according to the seller).
Andromax is actually good for bros who stay in Batam or is in Batam most time. I am now the proud owner of 2 of this andromax devices,hopefully i do not need to buy a 3rd one tho.

For safety sake,which they claimed,hehehe...

PS : i was impressed for the fact that technology has advance so much to the extend a mobile phone power bank can be used to power up an IPcam,hehehe...
