I think the loss of gambling and forced closure of the karaokes in Tanjung Pinang is more to do with the muslims in Jakarta than the antivice. The muslims get there information from the ground, not the internet.
My recommendation is to continue the promotion of visiting Batam on this board.

Batam
This is very simple logic, no business ---> pasti tutup!
Tg Pinang
Maybe I am a bit out of touch, but never know Tg Pinang has gambling den or casino that cater for visitors from SG / MY.
The religious people in JKT has so much influence that forced KTVs in Tg Pinang to tutup? This I not sure. However, its true that there is a sect of staunch religion believers who reside in an area in Tg Pinang (if you go to famous chinese resturant near the river you would sure need to pass by their site), even the normal local residents would not want to offend them.
