The madams there speak english. As far as I know they start at 6 pm on most days and yes you can go there for a short time to drink and meet the girl the take her out for around 2m ST and 3m LT.
Not all the girls will be there at 6. Some will come after 8pm but there should be some choice. I've heard of some Vietnamese Ktvs like Milan open in afternoon but have never tried sorry.
