This is actually FOC coupon given from some retail shop/restaurants etc. There is no cost to each coupon. Of course i didnt factor in the cost of how much one needs to spend before being able to get those coupons hence you see people selling them online. Coupons can then be use to exchange for Horizon ferry tickets.
There is now Batam Fast ferry tickets selling online that goes to most ferry terminals, INCLUDING Harbour Bay going at S$38...tickets expiring end of 2019 tho.
