Yep, the S$10 extra charge (for weekends) only applies in Singapore Horizon Counter at Harbour Front and not applicable from Batam side.
Thank you for double confirming that.
Vouchers/Coupons were mainly good for weekdays. Weekend-wise orange open ticket a bit more worthy.
