HCM is not opening for tourists till further notice.
On the other hand, they are purging the ones holding tourists visas whose stayed since Feb/ March 2020.
They have to exit Vietnam by 15 Jan else pay overstay fine.
Lots of these mainly westerners are scrambling to find the next country to exit. Most chose Cambodia.
