That description fits a lot of MLs. Recently i tried a tcm tuina place at TPY intro by another bro many weeks ago, also had a ponytailed ML both times. It's the one next to a coffeeshop directly across the road from central. These tcm tuina places are generally more bang for buck than shops located at TPY town central itself.
