You can just scan without any internet connection and show them the error page. They are just "doing" their job.
Alternatively, you can let the passenger in your ferry to move first, then when they crowding the staff and the counter, you can just walk past everyone casually. <-This is what I did.
I have digital vacc cert in my phone digital wallet, so I can just show them if there is "responsible" staff that stop me.
