This rule have been in place for many years liao & they have not revised the amount at all as 15m was considered a big amount last time due to the low exchange rate. Actually I am quite surprised that your friend was fined only 1m as normally the exceeded amount beyond 15m will be "confiscated"
so he can be considered quite lucky liao....
