You have no idea what a gangster government is like. Got to China and India and the government will rape your backside and you will be cripple for life. Gaahmen is just being logical to manage normal human vices.

Gambling brings tourists which bring dollars. Even if GL got tourists it cannot be promoted for obvious reasons
