I recommend Hoai 42 Address: 42 Vo Thi Sau, Tan Dinh Ward, Quan 1. Go for massage upstairs after if you want happy end.

Any 1-3 star hotel with a spa/sauna inside will usually offer HE/BJ. There are many around. Not hard to find. Especially district 1 and district 3.
