Errmmm.... skali is some retiree taking out cpf money. I came across quite a lot like that. Elderly liao and likely retired. Not impossible they spend like that. Whether rational or not, its up to them.
Got one brudder always tell me quit drinking and then later can tell me he got quite a bit of balance (hard liquor) left at certain clubs.
