Bro, i dont mean ALL viets can speak english or mandrain. I mean some viets can communciate in mandrain only that's why i said "Language is no longer the issue for MOST viets in sg". Most of the viets i came across can speak mandrain or english. Maybe i'm just lucky to meet those who can speak either english or mandrain.
