Judging by what the authorities have done in the past with entry it's like king69 says. They adopt a close one eye attitude, then just like a gardener, when the bushes start getting too thick they come in and start trimming the bushes.
Partially, I think, it's to show they're doing their job so the conservative hypocrites in society can be happy and also so that the ladyboys and organisers don't get too cocky and think they can come in that easily.
At the end of the day, they realise they can never eliminate the P4P trade.
As far the ICA officers are concerned, it looks as though that as long as the person looks identical to the passport photo, has money to prove they have enough for their length of stay they're usually happy.
