That is because that VB got criminal record in Vietnam. Even Singaporean with Criminal record can be banned from entering other country.
I am not a fan of our ICA, but I feel that they can only ban somebody from entering Singapore with a valid reason..
Under-covers were always planted before any raid. I do have friends who bring along their Vietnamese GF to pubs that were raided, and with the acknowledgement of my friends, all the Vietnamese GFs never up the lorry during the raid...
So those VBs who was arrested in Broad Day light might have been tracked before they were arrested. There are also VBs with "special papers" who will report to the police stations might have tipped off the wrong doings...
