Try Not to stay downtown as this is more for locals and bit more seedy=older part of Cebu, unless you like that kinda area. Go uptown instead as the jeepney ride between the 2 place is only 7peso and 10-15min. Uptown is more upscale and newer.
Last time I visited, Citibank ATM do not have withdrawal fees. Only fees I usually encounter are the withdrawal fees from my pinays pussy. But then they usually look at me as an ATM anyway
