I think you got me wrong here.

So long as the consent form was signed in the presence of a government official from the justice department, it will be accepted by ROM. the problem is from what I understand due to high number of teenage brides marrying foreigners, the Vn government put a stop to all vn girls under 21 from going overseas for marriage.

The problem is that when we get the lawyers to act as a witness for the consent form, then ROM will not accept it.

My girlfriend just went back to her province in Phu Tho about 2 hours from Hanoi, to get it done and was rejected.

This is only applicaple to marriages for people under 21 years old.

This is an email reply from the Singapore consulate in vn will do for us.

Please be informed that to register marriage in Vietnam, you may wish to contact the Justice Department in HCMC (if your girlfriend registered her stay in HCMC) or the Province Justice Department (if she stayed in the Province) for the procedure and the required documents. The Consulate is able to help you with the Single Status if needed. For that, you are request to bring the below documents to our office for endorsement:

1. Marriage Search Result - original (can obtain from ROM Singapore, and then legalised by Singapore Ministry of Foreign Affairs) (US$8);

2. Original Passport - certified true copy (US$3);

3. Divorce Certificate with endorsement from the Singapore Ministry of Foreign Affairs (US$8);

4. Statutory Declaration - to be filled up at the counter (US$4).

The list of documents as given in the previous email is only for "Single status" confirmation. For all the other documents such as health certificate, etc., you may wish to do it yourself to submit to the relevant authorities as required.

All the Singapore documents need to be certified by the Singapore MFA in Singapore at Tanglin, Singapore 248163.
