From experience, it can be a slow attempt by the operators, and very slowly, they open more. IT would be a cat and mouse game, and if there is no trouble, they will open more over time, when you got a critical mass, all will open to snatch customers.
Right now, the wind is not in favor, so just wait awhile and watch.
