They can only delay the flood. Thousands or millions of sandbags will not stop mother nature.
The flood occurs few times a year and in small scale for past yrs and the Thai ppl/govt is happy with it and take it as a norm or take it for granted. So out of goodwill the god punishes them jialat jialat this time.
