Theres a lot similar cases, cos it not them who r working ma so they think its easy money.
Also bcos of them somewat being lazy in their culture. Just look at their daily way of living so laid back. 1 example u can see is at their airport! Took 30 to 40 mins to clear immigration! Everytime my bx waiting 4 me outside TSN will always ask: "what took u so long? Ur plane landed more than half hr ago."
