But i do not think that singapore will grant your stepson singapore citizenship unless your wife attains it first. Process paperwork in Vietnam first.

Yur situation sounded very similar to a friend of mine. Just tat his is a step daughter same age.
Yes like TS said, have to start from vietnam first.
For singapore side, can start off by asking either ICA or MCYS. if no choice, last resort is to seek legal advice.
