That hav few things u need to do 1st:-
1) May I know he already withdraw ALL money from bank? Such a big amount he want to withdraw, I think bank normally will call you to certify. If haven't withdraw all, ask bank to freeze the account immediately.
2) Report to police, ask police to ban him not leaving SG in case he still in SG, or blacklist & ban him to enter SG forever.
3) Do u hav any contact ( Hp, MSN, facebook, etc ) of his friend? U can tell them this matter & try to beg for their help. U also can do some bad way, post his photo & detail to facebook, let his friend know what kind of person he is, make them alert & beware of him.

That hav few thing u need to do at future:-
1) Prepare for worst, in case u cannot get back the money. Don't think about he will go back to you, that is impossible if he do such thing & leave you without any reason & notice, even after this he come back & give back to you the money, don't accept him again, he not worth it! U NEED TO RESTART AGAIN, sorry to tell you cruel truth......
2) Don't open joint bank account, buy propety with anyone other than ur parent, brother & sister, BEFORE u getting married ( ROM ). If your BF ask to do that, do not agree it. If he say " U trust me, love me, so you should agree", you can answer " If you love me, don't force me ".
