Yes surabaya and jakarta cewek there are of a higher quality standard. Besides, there are also many joints concentrated around the cheong places and upmarket hotels, etc.
But don't think about going to jogjakarta to look for fun, as there is very limited happening places there. It is more like a religious, culture and arts centre of java and for people who want to explore the mountains and the famous temples (borobudur, prambanan,etc)
For me, think that Bali cewek also got their charm. During the 1930s & 1940s, Balinese women were usually naked above the waist in everyday situations, but always covered the upper parts of their bodies when bring offerings to the temple.
A lot of Ang Mo men especially from europe or australia like to travel to Bali because during those times it is very common to get to see girls and women naked on the street.
But nowadays Balinese ceweks are more conservative already, they normally wear long-sleeved, lacey kebayas from Java. No more naked on the street anymore, hehe.
