Hmm...to be honest, it's going to take you a while (or a lot of luck) to get what you want. Your list of criteria is tough.
here's the break down. Places with hot chicks (assuming VIP was average to you) do not give good massages. Places that have girls who give good massages (like Hobak) do not allow nudity or full touching.
My humble suggestion is for you to come a bit down on either the quality of the massage or quality of the companion's appearance or both...for now.
Try roaming around Incheon for places that say "sports massage"or "stress clinic." Those places do not offer FS just massages and HJs for about 60-80k. Visit them and try to stick one or two out. If the girl they give you is not so good. Go again and ask for another. After a while, you'll get to know the manager. He or she will notice your patronage and really try to set you up with a girl that you're good with. Remember, foreigners usually don't get aces right off the bat since the management assumes you're not going to be a long-time customer.
