The only thing I think is immoral is those who are stringing them along with promises of future gifts when they get paid and playing games with when their pay day is. Either be honest and let them understand that you won't be giving them money or pay them for services rendered.
We all suffer from their actions because they obviously will stop trusting the rest of us.
