distance from district 1 to district 3??...it can be just 1 foot step across or 1 hour by vehicle during peak hour..depends on the location.
not able to advise u unless u state clearly what kind of activities u looking for.
if ur friend is familiar with HCMC and is accompanying u then i think stay where also not a big issue lor.
