I think I have solve the puzzle of why the shop is closed (according to some) and why the shop is open (according to others).

In the daytime, the shop is 'officially' closed because still awaiting license (for the lights). But after 6.30pm the shop is open.

I called again today and asked if their rooms are ready. The man asked me what time I am coming over. I said 6pm. He said 6.30pm is better. So I figured out that it looks like can use their rooms after 6.30pm.

Clever or not?
