Both apply, although the NB note takes precedence. Please read senior bro Thaivisitor's update on the Rep System Updated 2006 sticky, first post, point 1. For your convenience, I have copied the point (all credit to senior bro Thaivisitor):

"1. Everyone starts at 10 points [sic] (now it is 15 points). During this period, you are in the “graveyard” which means your posts are moderated, except in this Newbie section for you to test. You will need about 2 to 3 days and about 5 posts before your posts become "real time". So you have to be patient and do a lot of reading first."

Coupled with the Nota Bene note which you posted above, what this effectively means is that to get out of moderation, you will need a minimum period of 2-3 days and have made at least 5 posts out of the Start Up/Say Hi/Testing section, and have not been zapped back to zero points in the meantime.

Posting in other forum-sections is a double-edged sword. Yes, it counts towards you getting out of moderation, but at the same time, senior bros can freely add or subtract your points. Post well, and your moderation time will be short, and your rep points will increase. Post "brain-dead" entries, and you can be sure that your points will be deducted until you will never get out of moderation.

You can humble yourself, apologize even if you did nothing wrong.

(9) Inevitably, your rep points will also be deducted because you do not know how to follow advice (6). In that case, you LL (lan lan), suck thumb, maybe say a small prayer and hope your rep points does not decrease too much or you will be send back here, reading this posts.

Senior samsters are also kids at heart, and will want to have some fun, especially with newbies. Let them have their fun.
